Substance Abuse Traffic Offender Program (SATOP)
In 1994, the Missouri Legislature created the Substance Abuse Traffic Offender Program (SATOP). It is a comprehensive network of education and treatment options for individuals having alcohol- and drug- related offenses in Missouri. Missouri law now requires all persons arrested for DWI to complete a SATOP program. The program is two steps: Step One is the screening process and Step Two is the SATOP services/education process.
Step One: The Screening Process
A screening is the first step in the SATOP process. The screening fee is $375.00 and is set by the State of Missouri. This fee may be paid by money order or debit or credit card (MasterCard or Visa only). Please make money orders payable to the "Safety Council".
Screening appointments can be scheduled Tuesday through Saturday. We will try to accommodate any schedule. Screenings are held in Springfield, MO. Please call 417-873-2036 or 800-334-1349 to schedule an appointment.
Step Two: SATOP Services
- Offender Education Program (OEP): 10-hour education course designed specifically to assist lower risk, first-time offenders in understanding the choices they made that led to their intoxication and arrest. Education is key to helping first-time offenders take responsibility for their actions, relate it to their lives, and make changes in their thinking, beliefs, and behavior. Fee: $130.00
- Adolescent Diversion Education Program (ADEP): A 10-hour education program designed for those under the age of 21 convicted of certain alcohol and drug offenses (which may or may not include DWI). This is required for adolescents under 18. For those 18-21, OEP or ADEP is acceptable. Fee: $130.00
- Weekend Intervention Program (WIP): A level of service designed for repeat offenders or "high risk" first-time offenders using intensive education and counseling intervention methods over a marathon weekend (48 continuous hours in a restrictive environment) of structured activities. The program encourages the offender to confront their harmful behavior and take responsibility for their lives. Fee: $250-440.52 (state assistance available based on proof of income).
- Clinical Intervention Program (CIP): A 50-hour outpatient counseling program based on the needs of the persistent or “high risk” offender. It consists of individual and group counseling and group education. This program is referred to, but not offered at the Safety Council. Fee: $250-1,005.91 (state assistance available based on household income).
- SROP/Level IV Treatment: May be in the form of a residential program or an intensive outpatient program. Must be state certified or a nationally accredited treatment program. This program is referred to, but not offered at the Safety Council.

HAS YOUR DRIVER'S LICENSE BEEN SUSPENDED OR REVOKED FOR DRIVING WHILE INTOXICATED?
The following information tells you what you need to do to get your driver's license reinstated. The following must be filed with the Missouri Department of Revenue, Drivers License Bureau.
- Proof of financial responsibility
- LIABILITY INSURANCE - Contact your agent or company to file an SR-22 form with the state. Even if you do not own a vehicle, insurance can be purchased as a non-owner, or you can have your employer or family member file an SR-22.
- SURETY BOND - A bond filed by a surety company in the amount of $60,000. Check your local directory for bonding companies in your area.
- REAL ESTATE BOND - Real estate valued at $120,000 or more. The Circuit Court in the County or City where the real estate is located must approve the bond before it is filed with the state.
- CASH OR NEGOTIABLE SECURITIES – Cash or negotiable securities (Stocks, Certificate of Deposit, Treasury Bonds, etc.) in the amount of $60,000.00.
- Completion of the Substance Abuse Traffic Offenders Program (SATOP)
- Payment of a $45.00 reinstatement fee, however, fees may vary. To determine your exact fee, please contact the Department of Revenue
- Installation of an Ignition Interlock Device (IID)
- Individuals with more than one alcohol offense on their driving record, must have an IID installed prior to:
- reinstatement of their driving privileges OR
- issuance of a Limited Driving Privilege (LDP) or Restricted Driving Privilege (RDP).
- The IID must be maintained for six months following the reinstatement date, and the driver is required to report to a certified IID vendor (see below) each month for maintenance to ensure the device is working properly.
- Failure to maintain the device during the six-month period will result in a re-suspension of driving privileges. The applicant will then be required to do the following before driving privileges can be reinstated:
- have the device serviced / reinstalled (the certified installer will send proof of service or reinstallation to the Driver License Bureau) and
- pay a $20 reinstatement fee.
- Individuals with more than one alcohol offense on their driving record, must have an IID installed prior to:
NOTE: In addition to the driver licensing requirements explained above, a court may impose other requirements, such as a period longer than six months. If a driver is convicted for failing to have an IID installed as required by law, their driving privilege will be revoked for one year. A second offense requires driving privileges to be revoked for five years.
